She does not walk in apologizing with her shoulders. No rushed little smile at the hostess stand, no “sorry, I know this is too much” before anyone has even looked.
Her coat comes off because she is hanging it up. She sits where she wants. If a man says she looks good, she says thank you and goes back to her food.
That can throw a man more than flirting. There is no giggle for him to hide behind, no self-insult tossed out as a cushion. If he meant it, fine. If he was only testing the line, now he has to stand there with it.
